i remember it was laid out like someone had set up camp there. there was wreckage around, too — it was hard to get into the cave because there were these rocks we had to navigate around. josuke was worried about shoaling out on something underwater so i dove in to help
from the size of the wreckage though i'd guess that those boats were built to sail a long distance. not just bay trawling or fishing or little stuff like that

piracy is either economic or political. economic being, this place had something of value, goods or whatever, and it was lucrative enough to be worth the risk of coming here and raiding to try to take it.
political would mean either the pirates were after land, trying to annex parts of the countryside for themselves, or they were representatives of some other government who came here to fuck around with this one
so that still brings us back to your question, but a better way of asking it is, what was here that was so valuable?

The only place that has anything of high value has been Vandare. There are other smaller cities that are far less accessible. Vandare got its economic situation from some form of trading. Do you think that might have been a kind of catalyst that got out of hand?
