ok the biggest difference right off the bat is that seals don't really have discernible back legs, they're kind of like big torpedoes with flippers in front and a mermaid tail in back, and usually sleek mottled skin. sea otters are visibly furrier and look more like weasels, they've got definite legs and paws and their body shapes are kind of squat and smushed.
sea otters also aren't adapted to moving around on land and some of them spend all of their lives in the water, they give birth at sea, but seals can't do that because their pups would drown so they have to come ashore to give birth.
